Import duty

The tariff on the CIF value — flat 5% in the Gulf, ~6% in Chile and Peru, ~10% in Mexico, up to ~35% in Brazil. The biggest swing between markets.

VAT compounding

5%–25%

VAT, IVA or IGV is charged on CIF plus duty, so the taxes stack. A low-duty, high-VAT market can land dearer than the reverse.

Freight & distance

Region-based ocean or rail freight per unit. The Gulf is closest and cheapest; Atlantic Latin America and the landlocked CIS cost more.

Middle East & the Gulf

The Gulf is the cheapest region to land a China-origin EV. The UAE and Saudi Arabia both charge a flat 5% duty; the UAE's low 5% VAT makes it the single cheapest destination here. Both are electrifying fast — Dubai's fleets, Saudi Vision 2030's charging network — so demand for keen-priced Chinese models is strong. Cars clear GCC/ESMA or SASO/SABER and berth at Jebel Ali, Jeddah or Dammam in about 25–45 days.

Latin America

Latin America is the fastest-growing region — but not one market. Chile and Peru run open ~6% regimes, with Chile's Iquique ZOFRI free zone used for regional transit. Colombia pulls EVs in with a reduced tariff and VAT. Mexico is high-volume via NOM and a licensed broker, EVs often getting ISAN relief. Brazil is the largest but most heavily taxed. Pacific ports run ~30–45 days; Atlantic ports longer.

CIS & Central Asia

Kazakhstan and Russia are reached by rail block train from China and by sea via Aktau and Vladivostok. As EAEU members both add a recycling fee on top of duty and need GOST/EAC certification. Kazakhstan is often faster by rail via Khorgos and Dostyk, with low charging costs; Russia weighs cold-climate range in its chemistry choice. Budget the recycling fee versus the Gulf or Latin America.

Which country has the lowest EV import duty?
The UAE and Saudi Arabia apply the lowest headline import duty at 5%, and Colombia offers a reduced EV tariff. Chile and Peru sit at about 6%. Because VAT compounds on top of duty, the overall cheapest market to land a China-origin EV here is United Arab Emirates.
Which market is cheapest to land a Chinese EV?

Do I pay VAT on top of import duty?
Yes. In almost every market VAT, IVA or IGV is charged on the CIF value plus the import duty, so the two compound. This is why Chile at 6% duty and 19% VAT can land dearer than Saudi Arabia at 5% duty and 15% VAT.
Which markets give EV incentives?
Colombia offers a reduced EV tariff and VAT, Mexico frequently reduces or waives ISAN for EVs, Israel applies a low EV purchase tax, and the UAE and Saudi Arabia actively promote EV adoption. Confirm the current relief for your model at import.
Which markets add a recycling fee?
Kazakhstan and Russia, as EAEU members, add a recycling (utilisation) fee on top of duty and VAT, alongside GOST/EAC certification. Budget for this when comparing CIS markets against the Gulf or Latin America.

What certification does each market need?
NOM in Mexico, GCC/ESMA in the UAE, SASO/SABER in Saudi Arabia, INMETRO/CONTRAN in Brazil, 3CV in Chile, MTC in Peru and GOST/EAC across the EAEU. China-origin LHD vehicles are usually well placed; certification is the gating step.
How long does shipping from China take?
About 25–40 days to the Gulf, 30–45 days to Pacific Latin America, 35–55 days to Brazil and the CIS, plus customs and homologation on arrival. Kazakhstan can be faster by rail via Khorgos or Dostyk.
Can I import a used Chinese EV?
Many of these markets allow used imports, but age limits and schemes vary and change. Several have no age limit for new vehicles but stricter used rules — always confirm the current rule for your destination before buying.
Which is the largest market here?
